The meeting believed that since the implementation of the aquatic seed industry revitalization action, the aquatic seed industry has made important progress. Compared with the needs of high-quality development of the aquatic industry during the "15th Five-Year Plan" period, there is still much room for improvement in breeding technology, breeding results, breeding entities and breeding mechanisms.

The meeting proposed that we should closely focus on the needs of industrial development during the 15th Five-Year Plan period, adhere to problem orientation, strengthen scientific and technological innovation, improve the working mechanism, strengthen the breeding entities, and take the road of large-scale, professional and commercial aquatic seed industry development. We should strengthen the top-level design of the aquatic seed industry and strengthen overall planning. Guided by market demand and performance improvement, we should promote breeding to pay more attention to performance improvement, better adapt to industrial reality, and better adapt to market demand. Actively and steadily promote the reform of the variety approval system, improve support policies, cultivate a group of high-quality breeding entities, strengthen seed industry management, and promote the sustainable and healthy development of the aquatic seed industry.

11 academicians and experts attending the meeting put forward opinions and suggestions on the protection and utilization of germplasm resources, breeding innovation, enterprise cultivation, and support policies.
