The Agricultural Product Quality and Safety Center of the Ministry of Agriculture and Rural Affairs is a bureau-level unit directly under the Ministry of Agriculture and Rural Affairs. According to the approval of the Central Organization Department and the Ministry of Agriculture and Rural Affairs, the Agricultural Product Quality and Safety Center of the Ministry of Agriculture and Rural Affairs (Quality Agricultural Product Development and Service Center of the Ministry of Agriculture and Rural Affairs) is mainly responsible for conducting research on agricultural product quality and safety policies, regulations, and planning standards, participating in the construction of agricultural product quality and safety standards system, inspection and testing system, and traceability system, and other agricultural product quality and safety supervision support and guarantee, organizing and implementing agricultural product quality and safety risk assessment, conducting research on the development plan of famous, special, high-quality and new agricultural products, and guiding the development of local high-quality agricultural products. The main responsibilities are:

(1) Participate in the formulation and implementation of laws, regulations, plans, policies and measures related to the quality and safety of agricultural products (agricultural inputs); undertake the construction of the agricultural product quality and safety supervision system and provide technical guidance.

(2) Responsible for the organization, implementation, publicity and training of national agricultural standards, industry standards, relevant technical specifications and project plans.

3. To undertake the construction and management of the agricultural product quality and safety inspection and testing system and related inspection institutions, technical training and other related work, and to organize and implement the national agricultural product quality and safety monitoring and control project plan and capability verification.

(IV) To undertake the construction and management of the national agricultural product quality and safety traceability system, undertake related work on the construction of the agricultural credit (integrity) system, and undertake the demonstration creation and evaluation of agricultural product quality and safety, standardized production, and origin certification.

(V) Undertake support and guarantee work related to agricultural product quality and safety law enforcement, special rectification, random inspections, combating agricultural product counterfeiting, supervision and inspection, and investigation and punishment of intellectual property infringement.

(VI) Carry out emergency response and complaint investigations on agricultural product quality and safety, organize consultations and assessments on agricultural product quality and safety issues, and undertake tasks such as popularization of scientific knowledge on agricultural product quality and safety, production guidance, and consumer guidance.

(VII) Undertake relevant work on the construction and management of the agricultural product quality and safety supervision information platform, carry out agricultural product quality and safety information statistics, promote agricultural product quality and safety technologies, and implement agricultural product packaging and labeling management.

(8) Undertake the daily work of the Agricultural Product Quality and Safety Expert Group and the Agricultural Product Standardization Technical Committee of the Ministry of Agriculture and Rural Affairs.

9. Carry out international cooperation and technical exchanges related to agricultural product quality and safety, undertake research on the evaluation of technical trade measures related to agricultural product quality and safety, and be responsible for the daily work of the Liaison Office of the Codex Alimentarius Commission.

(10) Undertake other tasks assigned by the Ministry of Agriculture and Rural Affairs.
