
On June 9, the 3rd Conference on Certification, Accreditation, Inspection and Testing was held in Guangzhou, Guangdong Province, under the theme “Certification, Accreditation, Inspection and Testing: Innovating and Developing New Quality Productive Forces.” Shu Wei, a member of the Leading Party Members’ Group and Deputy Director of the State Administration for Market Regulation, as well as Director of the Certification and Accreditation Administration of the People’s Republic of China, and Chen Liangxian, a member of the Leading Party Members’ Group of the People’s Government of Guangdong Province, attended the event and delivered speeches.
The conference noted that in recent years, China’s certification, accreditation, inspection and testing sector has made significant progress and played an important role in conveying quality confidence, regulating market order, stimulating innovation factors and facilitating economic circulation.
The conference emphasized the need to strengthen forward-looking planning and focus on improving conformity assessment systems and testing capabilities for strategic emerging industries and future industries. Quality control should be strengthened to establish a unified, standardized, authoritative and efficient conformity assessment system, driving industries toward the medium- and high-end segments of the value chain. An international perspective should be maintained to steadily expand institutional opening-up in the fields of certification, accreditation, inspection and testing, encourage institutions and enterprises to “go global,” and promote broader international recognition of conformity assessment results, thereby providing high-level services for global industrial development. Professional support capabilities should be enhanced by accelerating the improvement of institutional, technical, regulatory and talent systems, strengthening inspection and testing capabilities in key fields, and accelerating digital and intelligent transformation to help expand the capacity and improve the quality of the service sector.
The event released the 2025 Development Overview of the Certification, Accreditation, Inspection and Testing Industry, the Results of Proficiency Testing for Food Inspection Capabilities between China and Countries Participating in the Belt and Road Initiative, the Achievements of 20 Years of China’s Accreditation Development, the Report on Quality Certification Services for the Development of Strategic Emerging Industries, the China Soft Connectivity Index and the Quality Certification Activity Index. It also announced new progress and measures for using inspection and testing to promote industrial optimization and upgrading, and released institutional achievements including a foreign-language version of the compulsory product certification system, a Practical Guide to Compliance for Enterprises Expanding Overseas, and the Management Specifications for Honest Operation by Certification Bodies and the Protection of Innovation Achievements.
Representatives of relevant national ministries and commissions, relevant international organizations, relevant departments and directly affiliated institutions of the State Administration for Market Regulation, relevant departments of the People’s Government of Guangdong Province, certain local market regulation departments, and representatives of inspection, testing and certification bodies and enterprises participated in the event.
